AN was created to bring together people who share a love of all things Art & Collectible. As a member of AN you are expected to treat others with courtesy and respect at all times. While we highly value each and every member, we will not tolerate disrespectful or malicious behavior.

The AN Marketplace is a very unique place to buy and sell Art & Collectibles and we want to make it a safe and enjoyable place to do business. We welcome everyone to do business on the site. We require all our members to actprofessionally and responsibly at all times. Account/Membership

Marketplace/Transactions


Art Neighbor (AN) was designed to make the buying and selling of Art and Collectibles safe, easy, and enjoyable. We offer buyers several purchasing and payment options, all of which help to alleviate the fear and apprehensionassociated with buying expensive goods online. Sellers also have severallisting and transaction options to help ensure safety and add convenience.

Our unique seven-calendar day "Out on Approval" system gives buyers the luxury of inspecting purchases before payment is released to the seller, and applies to any item purchased for $2,000 or more. For your security and peaceof mind, AN has partnered with Safefunds.com,an online escrow service that enables safe transactions. Through the AN "Out onApproval" system, Safefunds collects money from buyers and acts as escrow. Sellers can have the option of using the Safefunds 'item verification' service(additional fees apply when choosing to utilize this service). Please see our Buying and Selling Instructions for more information. 

To verify identity, all sellers must register with a valid credit card and email address. If planning to list and/or sell items for less than $2,000, aseller must have a PayPal account, which enables them to accept credit cardpayment directly from sellers. Please see our Buying Instructions . When buying on AN we offer several purchasing and payment options, as well as the ability (if made available by the seller) to negotiate price by using our "Make an Offer" system. AN has designed a messaging system that allows buyers and sellers to make bids and counter-offers with the click of a mouse (please see Buying and Selling instructions for more information).

Regardless of the transaction method, we strongly encourage buyers and sellersto keep an open line of communication at all times. Buyers and sellers can communicate freely through the AN mail system or chat, and should always work together to resolve any issues should they arise. Buyers and sellers should also be diligent in leaving honest and accurate feedback. Please be aware that PayPal, Safefunds, and other services used to complete transactions may have different policies then AN regarding transactions.

Feedback Rules and Policies


Whether buying or selling an item, we ask that you leavefeedback that reflects your experience with a buyer or seller. Leaving honest and accurate feedback is very important to the member being rated and to others who shop on AN. It helps other members by giving them an idea of what to expect when dealing with a particular member. It's also a good way for you to express your appreciation by helping buyers and sellers establish a reputation of trust. To leave feedback, please go to the 'items sold' page listed under 'My Marketplace' in your dashboard and click on the link to leave feedback. Each transaction can be rated as either: positive, neutral or negative. Also, there is an optional comment box that allows a 140 character description of the transaction. Buyers and sellers have 60 days from the date of the transaction to submit feedback. If a buyer or seller receives a neutral or negative feedback, they can request a change to positive by clicking on the "SecondChance" link located next to each feedback entry. When sending a Second  Chance offer, an email will automatically be sent to both buyer and seller. Bothparties must approve the change for it to take effect.

 

 

When submitting feedback, always provide an honest and accurate assessment. Here are a few Rules and Policies regarding feedback:

 

Art Neighbor reserves the right to remove or alter feedback at its discretion, at any time, and without notice to either party. Members may send a request to have feedback removed. We do not investigate the validity or mediate feedback disputes. However, AN will remove feedback comments and/or ratings due to the following:

Dispute Rules and Policies


We have attempted (and will continue to work) to create the most satisfying shopping experience possible on Art Neighbor (AN). Unfortunately, transaction disputes do occur and we want to do everything possible to ensure disputes are settled properly. First and foremost, we strongly encourage sellers to providea clear and open line of communication at all times. Buyers and sellers should always try to work out their differences before filing a dispute (disputes@artneighbor.com). Buyers and sellers can communicate freely through the AN mail system or through chat.Although we will always try our best to resolve disputes, we cannot act as a mediator.

All items selling for $2,000 or more are transacted through Safefunds, and subject to their dispute Rules and Policies in conjunction with AN Rules and Policies. Safefunds has an excellent dispute resolution department, and will handle all disputes between buyers and sellers (see www.safefunds.com/terms.html).

For more information please see our Terms of Use. To aid both buyers and sellers, always be diligent in providing honest and accurate feedback. Below is an explanation of our Rules and Policies regarding various transaction disputes.

 

Failure to deliver occurs when a seller fails to ship an item that a buyer has paid for. There may be a number of valid reasons (item is lost or stolen, etc.) why an item was not delivered. Buyers and sellers should always attempt to resolve delivery issues through communication on AN mail and/or chat. If a situation cannot be resolved, the buyer should contact disputes@artneighbor.com. Sellers and buyers must provide a valid tracking number to resolve disputes. We recommend getting delivery and/or signature confirmation (especially forexpensive items) before shipping an item. All Safefunds transaction disputesare handled by Safefunds.

The following Rules and Policies apply regarding failure to deliver:

Failure to make payment occurs when a buyer creates a transaction,but fails to remit payment. This can happen for any number of reasons. When selling directly to a buyer, a seller should never ship an item until payment has been collected. When selling an item through the "Out on Approval" system and Safefunds, sellers should only ship items 'after' receiving notification from AN that payment has been collected.

Resolving Disputes:

Art Neighbor (AN) will always help to try and resolve transaction disputes,however, we cannot act as a mediator. Besides contacting us to help resolve a dispute, members should be aware of a few additional options:

Listings Rules and Policies


As a seller, it is important to list items with a clear and concise title and accurate tags, so buyers can easily find them. An accurate description and  high-quality photo's are critical to helping your item sell and help to remove any discrepancies as to what you are offering. Following is a summary of ourlisting Rules and Policies:

Selling Fees:

To list an item there are no membership or listing fees. In addition, AN does not charge commission on shipping and there are no additional service fees.

Direct Payment: Buyers pay sellers directly for all purchases under $2,000. For all items paid for directly, AN will bill sellers 5.0% of the net purchase price ($5 minimum) at the beginning of each calendar month.

Safefunds Escrow: Any item selling for $2,000 or more must be purchased through the Safefunds.com escrow service. When selling through Safefunds, sellers will receive the sales price of their item less 7.5% of the net selling price (includes all Safefunds and AN fees).

Safefunds Escrow "Item Verification:" Sellers have the option of using this service for any transaction of $2,000 or more. When selling through Safefunds 'item verification', sellers will receive the sales price of their item less: 1) 9.5% of the net purchase price (includes all Safefunds and AN fees, and 2) the cost of  having Safefunds ship their item to the buyer.

Prohibited Items

 

Before listing any item, make sure it is allowed on ArtNeighbor. In general, an item must be considered art and/or a collectible to be sold on AN. Below is a list of prohibited and restricted items. Although some prohibited and restricted items could be considered collectibles, they still cannot be listed on AN. Sellers should also make sure that the items they list comply with all other laws (including local, state, federal, etc.).                  

 

 

Sellers may not list (or ship) any items that violate local,state and federal laws (please see our Terms of Use for more information). Members that list prohibited items will have them removed from the site, and may have their account privileges suspended and/or terminated.

CONTEST RULES & POLICIES

 

We hope you enjoy our contests. It is a great way to get noticed and earn a little side money. The following rules apply:

1)    Win a cash price (to be announced before each contest)

2)    Become the "Featured Artist" on the home page (must have a detailed profile to be eligible)

3)    Have their winning entry automatically entered into the Art Neighbor Museum

4)     Be featured on the Museum home page

5)     Get a "Contest Winner"sign put next to their name in the artist directory.

1)    A picture that shows (conclusively) their name signed on the winning entry.

2)    A picture of them holding the winning entry.
